The Medical Emergency Centre for Nuclear Accidents
The Medical Emergency Centre for Nuclear Accidents is a special organization set up by the Second Affiliated Hospital of Soochow University and National nuclear emergency office to deal with affairs related to nuclear accident medical emergency. It plays an important and leading role in national nuclear accident medical security. National nuclear emergency medical treatment assistance sub-centre, National nuclear emergency medical treatment training base and National nuclear emergency medical treatment team were set up in the hospital by national nuclear emergency coordination committee in 2014. The routine work of the centre include: formulation and implementation of emergency medical plans for nuclear accidents at different levels, preparation and response of medical emergency for nuclear accidents, nuclear emergency duty attendance, occupational health surveillance for radiation workers, research and clinical treatment of radiation injury, nuclear emergency medical training and exercise, and domestic /international communication and cooperation.
Medical emergency treatment for nuclear accidents is the characteristic of the hospital. With more than 20 years of construction and development, the Medical Emergency Centre for Nuclear Accidents has been on a certain scale and level in the organization system, professional ability, technical force reserve and facilities equipment of nuclear accident medical emergency, becoming one of the important forces for national and local nuclear emergency safety protection.
The Medical Emergency Centre for Nuclear Accidents of the hospital has independent medical emergency building, radiation injury treatment ward, emergency headquarters and office. The decontamination room, decontamination operation room, internal contamination treatment ward, observation ward and radiation genetics laboratory are set up in the medical emergency building. The detection of external or internal radiation contamination, decontamination, and treatment of internal contamination can be done in the medical emergency building. The radiation genetics laboratory has developed high throughput biological dose estimation technique. It can provide biodosimetry rapidly. As the National Health Administration designated radiation contamination detection and medical treatment organization, during the period of Fukushima nuclear power plant accident in Japan 2011, the center detected over 100 returnees from Japan for external and internal contamination. In particular, two Japanese passengers from Japan who were found to have abnormal radiation contamination at the entry-exit port of Wuxi Airport were accepted and successfully managed in the center.
Radiation injury treatment ward implements a strategy of actively compatibility. It regularly treats cancer patients and radiation injury patients. The compatible pattern enable nuclear accident medical emergency works have technique support. This pattern has become a widely recognized pattern. To date, more than ten patients with radiation injury have been successfully treated, In particular, in 2014, a injured people in Nanjing "5.7" iridium -192 source loss accident was successfully diagnosed and treated in the hospital.
The headquarters and office of the Medical Emergency Centre for Nuclear Accidents implement duty in important activities, social sensitive period, holidays and natural disasters season. Formulate and implement emergency medical plans for nuclear accidents at different levels. Carry out nuclear emergency medical training and exercise. The center has successfully held more than a dozen national-level education projects: Training course on clinical practice of nuclear accident medicine, providing nuclear emergency medical technical guidance for more than 60 personnel nationwide each year. In recent 5 years, the center successfully completed the Shendun-2015 national nuclear emergency preparedness exercise, G20 Summit nuclear emergency rescue exercise, the international atomic energy agency (IAEA) internet-based nuclear emergency response network exercise.
The office of the Medical Emergency Centre for Nuclear Accidents signed nuclear accident medical emergency support agreement with all national nuclear power plants and spent fuel transportation companies, performs occupational health surveillance and competency assessment for operators of nuclear power plants in China, plays an important role in the safe operation of national nuclear power plants. Every year, over 1000 nuclear power plant operators and 5000 radiation workers were monitored and evaluated. In 2012, “Chinese nuclear power plant operator mental health and neurobehavioral assessment system “were developed by the Medical Emergency Centre for Nuclear Accidents. This system has Independent intellectual property rights, making the selection and evaluation of the operators of nuclear power plants more fast and efficient, and realizing the selection and evaluation electronic, standardized and professional. Up to date, the center completed four national occupational health standards and nuclear industry standards. It is the only center capable of carrying out the Health competency assessment for operators of nuclear power plants in China, forming a unique brand.
Scientific research is also an important work of the Medical Emergency Centre for Nuclear Accidents. The center carries out the research of nuclear accident medical emergency technology, cooperating with domestic and foreign research institutions related to nuclear emergency medicine. In recent 5 years, the center composed or participated composing 4 national or nuclear industry standards, developed one set of “China psychological assessment system for nuclear power plant operators”, published more than 60 nuclear emergency professional papers, edited five books ,undertaking 5 scientific research projects and gained more than 10 national defense science and technology awards.
